국방부에 따르면 북한의 2차 핵실험 사실은 25일 오전 북한 지역에서 인위적인 것으로 판단되는 지진이 일어난 사실이 감지되면서 즉시 확인된것으로 전해졌다.

미국 CNN 인터넷판은 한국 시각으로 이날 오전 11시20분께 북한 김책시 인근에서 오전 9시54분 리히터 규모 4.7의 지진이 발생한 사실을 미국 지질조사국(USGS) 발표를 인용 보도했다.

이후 북한 중앙통신은 "25일 또 한 차례의 지하 핵시험을 성과적으로 진행했다"며 핵실험이 있었음을 공표했고 AFP통신 등 주요 외신들이 북한 당국의 발표를 긴급 타전한것으로 전해졌다.
또한, 정부 소식통은 "북한이 함경북도 화대군 무수단리에서 사거리 130km의 지대공 단거리 미사일 1발을 발사한 것으로 관측됐다"며 "한.미 정보당국이 이를 정밀 분석중"이라고 전했다. 군은 이날 낮 12시8분께 북한이 단거리 미사일을 발사한 징후를 포착한 것으로 밝혀졌다.
이와관련 이명박 대통령은 오후 1시30분부터 3시20분까지 긴급 국가안전보장회의(NSC)를 열고 "정부는 어떤 상황에서든 흔들리지 말고 의연하고 당당하게 대응하되 빈틈없는 안보태세로 국민이 불안해하지 않도록 하라"고 지시했다.
또 정부는 북한의 2차 핵실험에 대한 공식 성명에서 "이번 2차 핵실험은 한반도뿐 아니라 동북아와 세계평화에 심각한 위협이고 국제 비확산체제에 대한 중대한 도전”이라고 밝혔다.
과거 한국 정부는 2006년 10월9일 북한의 1차 핵실험 때도 리히터 규모 3.6의 지진파가 감지된지 16일만인 같은 달 25일 핵실험 사실을 공식 확인했다.
한편, 미국 정부는 북한에서 일어난 지진을 인지한 즉시 핵실험에 따른 것인지 분석에 나섰지만 아직 핵실험으로 공식 확인하지는 않고 있으며 북한의 핵실험 발표 직후 앤디 레인 미국 국무부 대변인은 "현 시점에서 북한의 핵실험 사실을 확인할 수 없다"고 밝혔다.
미국은 방사성 물질 탐지 결과와 지형 변화 등을 파악한 뒤 북한의 핵실험 여부를 최종 확인할 것으로 보이며 러시아 정부도 사실 확인을 잠정 보류하고 정보 검토에 들어갔다.
북한이 핵실험에 앞서 관련 내용을 사전에 통보했으나 이를 묵인한것으로 확인된 중국 당국은 북한의 핵실험 강행 사실이 알려지자 "냉정하게 대처해야 한다! 어떤 상황에서도 북한의 비핵화와 평화·안정은 중요하다"고 발표한것으로 알려졌다.
